PRESENTATION OF CALVIÀ'S GENERAL URBAN DEVELOPMENT PLAN REVISION

Calvià's PGOU revision proposal envisages the declassification of more than 1.200.000 m2 of urban or developable land. More than 83% of the municipality's territory will be classified as Rustic Land

Es Fortí de Illetes will become a public municipal area

5 large peri-urban parks are planned that will represent more than 1.342.000 m2

The Mayor of Calvià, Alfonso Rodríguez Badal, accompanied by the deputy mayor for Urban Planning, Marc López, and the councillor for the Environment and Democratic Memory, Rafel Sedano, have presented the basic aspects of Calvià's General Urban Development Plan Revision that will go to June's Plenary session for its initial approval, after a process of elaboration of basic lines, drafting of the Progress and collection of proposals and suggestions.

The PGOU's Revision, which will replace the current Plan of the year 2000, sets the environmental and social sustainability and the protection of the territory as its main objectives.
Thus, the Plan's first major milestone is the declassification of 1.209.267 m2 of urban and developable land, which will be classified as protected Rustic Land.
Thus, 83,65% of the total territory of the municipality of Calvià will be Rustic Land, of which 98,65% will be protected Rustic Land.

OUTSTANDING ACTIONS
Recovery of the Fortí de Illetes. The expropriation is planned so that it becomes a public park and the building is rehabilitated for various uses as an interpretation centre for the Democratic Memory.
Recovery of an area of the Magaluf Marina, with the expropriation of the karting and the old Aquapark, recovering part of the wetland.
5 peri-urban parks, such as large public green spaces.

Zero emission neighbourhood in Galatzó, a future eco-neighbourhood is projected in what is known as the 'Galatzó triangle', which will go from being a surface for private facilities and services, in the current Plan of 2000, to hosting 320 protected homes, facilities and a green area, with the creation of anti-noise dunes to isolate the neighbourhood from the motorway and the removal of Paseo Calvià from the motorway.
Puig de sa Morisca Archaeological Park, is integrated into its surroundings with connections, through 3 trails, with Son Ferrer, Caló d'en Pellicer and el Toro.

Son Bugadelles industrial estate, in the expansion area, the development allowed by the PGOU of 2000 is limited, since with the Revision 50% of the land must be allocated to dry marina and the remaining 50% to industrial and services land, with a part for private facilities.
Calvià and Es Capdellà villages, the PGOU Revision establishes a clear and determined commitment to maintaining the traditional typology, preventing new multi-family and semi-detached developments.
Pedestrian roads integrated into the environment that will give continuity to the Paseo Calvià, which will mean that the entire municipality can be traveled on foot.
Other actions envisaged, as a result of the contributions and suggestions that have been made to the Plan, are to keep Ses Planes in Palmanova, as it is included in the 2000 PGOU, as rustic land, or the solution to reserve land for an educational equipment in El Toro next to the sports court.

FIVE LARGE PERI-URBAN PARKS
The PGOU Revision foresees 5 large peri-urban parks that are configured as free spaces that provide an environmental character to the entrances or surroundings of certain urban areas.
Es Fortí de Illetes: 154.069 m2.
Marina de Magaluf: an area of 271.500 m2 is recovered, which will mean a total of 497.500 m2 of wetland.
Son Ferrer peri-urban park (between Son Ferrer and the Son Ferrer football field): 157.547 m2.
Puig de sa Morisca Archaeological Park: 81.200 m2 are incorporated, which will mean a total of 396.700 m2 of park.
Santa Ponça central park, at the entrance to Santa Ponça in a flood zone, which will mean recovering a free space of 137.070 m2 for the municipality.

PROTECTED HOUSING
The General Plan analyses the need for social housing and proposes the creation of new protected housing without increasing the occupation of the territory.

Public social housing: land is reserved for protected housing in the Galatzó triangle, within the developable land for residential use, allocating it to 320 public protection homes included in an eco-neighbourhood concept and under eco-efficiency criteria.

Private social housing: the PGOU is firmly committed to the implementation of the LUIB tools, thus in the new actions where residential use occurs, it will be required that 30% of the buildable area be allocated to protected housing.

687 public protection homes are foreseen in the current Plan (2000) and 425 in the Plan's Revision. Therefore, there will be a total of 1.112 protection homes in Calvià of which around 300 are already started or under construction.

STUDIES CONTAINED IN THE PGOU REVISION

The new Calvià General Plan pays special attention to the social aspect. Actions of community interest must have this social aspect, which is included in the PGOU articles, such as aspects related to Citizen Participation, basic principles of Integrative Urbanism, Social Housing regime and Gender Perspective. Another novelty included is the Heritage Catalogue that incorporates not only individual Heritage elements, but Heritage such as areas of protection of the rural and urban landscape like Calvià and es Capdellà villages. The Plan includes a study on possible floodings, which resolves potentially floodable spaces such as the Central Park at the entrance to Santa Ponça or Son Ferrer, and Mobility, Infrastructure and Acoustic studies, for the municipality as a whole.
